2. In this Ordinance,

"The Harbour Master

includes any person deputed

or authorized by the Harbour Master to execute any power or perform any duty vested in or imposed upon him by this Ordinance;

(aa)* Governor " includes, in relation to any purpose of this Ordinance, any person authorized by the Governor for that purpose;

(b) International Collision Regulations means the Regulations for Preventing Collisions at Sea made under the Merchant Shipping Acts;

(c) "Junk includes torcha and

any sea-going sailing- vessel of Chinese or other Asiatic build, construction, and rig;

(d) "Local trade limits means the waters surrounding the Island of Hong Kong within the following boundaries :-

On the east-a north and south line drawn through the Fo tau mun Pass (Fat T'au Mun);

On the west-a north and south line drawn through the Kap shui mun Pass; and

On the south an east and west line drawn through the centre of Lo Chou or Beaufort Island, and continued until it meets the east and west boundaries;

(e) "Lorcha includes any sca-going sailing-vessel of other European build and construction, but of Chinese or Asiatic rig, or of Chinese or other Asiatic build and construction, but of European rig;

"Master

includes every person (except a pilot) having command or charge of any ship;

(h)*

"The Merchant Shipping Acts" means the Merchant 57 & 58 Vict. Shipping Act, 1894, and all Acts amending the same, and all c. 60. regulations made thereunder;

(i) "Motor boat

means any vessel not exceeding sixty tons propelled by any mechanical power however applied, except steam, cars, or sails;

() Passenger' includes any person carried in a ship other than the master and crew, and the owner, his family and servants and persons on board the ship either in pursuance of the obligation laid upon the master to carry shipwrecked, dis- tressed or other persons or by reason of any circumstance which neither the master nor the owner nor the charterer (if any) could have prevented or forestalled;
